Proposal: a quiet room during exam weeks

To: The Principal From: Chris Wong, Student Association Date: 14 March Subject: Trial of a silent study room before examinations 1. Purpose This proposal asks for a three-week trial of a silent study room for S.5–S.6 students in the two weeks before the mid-year examinations and the week of the papers themselves. 2. Situation Many senior students have nowhere calm to revise after 4 p.m. The canteen is loud by design. The library’s discussion zone is often full, and students who need silence are pushed into fast-food shops, where they must buy a drink to stay. A short internal poll of 86 senior students found that 64% would use a silent room at least twice a week if it stayed open until 7 p.m. 3. Proposal We recommend converting the small conference room next to the library (already locked after meetings) into a silent room from 4 p.m. to 7 p.m. on weekdays. Prefects can take 45-minute shifts at the door; a simple paper booking sheet at the counter will prevent overcrowding. No extra furniture is required — only a printed sign and a rule: phones in bags, no booking after 6:30 p.m. so that the last students can leave for the 7:15 minibus. 4. Cost and risks There is no request for snacks or overtime cleaning. The main risk is noise in the corridor; we will move the queue to the lift lobby. If fewer than fifteen students use the room in the first week, we will close the trial and report honestly. 5. After six, many S.6 students revise in 24-hour fast-food shops and buy a drink they do not want so they will not be asked to leave. A staffed classroom until 10:30 would cost the school a duty teacher, not a new building. That is a narrower, more honest request than ‘raise awareness’.

The Housing letter called the wet market ‘under-utilised’. Mrs Lam’s stall is empty on Tuesdays, yes; it is also the only place on the estate where a family can take three pieces of fish and pay on Friday. A supermarket can mop the floor. It cannot keep that kind of credit. When we applaud an ‘upgrade’, we should say who loses the unofficial overdraft.
